This month the Primary Care and Digital Support team continue to visit General Practices in key regional areas, we participated in the Bowel Cancer and Cervical Screening Roadshow and we cover changes and updates to key resources.

Practice Visits

The Country SA PHN Primary Care and Digital Support team continue with practice visits in the Adelaide Hills, Barossa, Yorke Peninsula, Limestone Coast and Eyre Peninsula.

Bowel Cancer and Cervical Screening Roadshow

The Bowel and Cervical Screening roadshow continues to attract good attendees. The event held in Nuriootpa, in the Barossa region, attracted GP’s, registrars, general practice and aged care nurses and other allied health professionals.

Gastroenterologist Dr Arvind Rajgopalan provided information on bowel screening guidelines, how to support and encourage patients to screen and provided examples of case studies.

Information on the new cervical screening guidelines and how general practices can use the National Cancer Screening Register was provided.

Lived experience bowel cancer survivor Don Piro captivated the audience with his journey.

The next event will be held in Murray Bridge on Tuesday, 20th January and will be presented by Dr Ryan Mathias.

Changes from 1 November: Bulk Billing Incentives and Better Access Initiative

Important changes for General Practices to Bulk Billing Incentives and the Better Access Initiative (including Mental Health Treatment Plans) commenced on Saturday, 1 November 2025.

For all the changes to the Medicare Benefits Schedule (MBS) from Saturday, 1 November 2025, refer to MBS Online November 2025 news.

Bulk Billing Incentive Changes

From 1 November 2025 every general practice will benefit from expanded eligibility for MBS bulk billing incentives to all Australians with a Medicare card. Previously these incentives were limited to children under 16 years of age and patients with a Commonwealth concession card. 

Additionally, from Saturday, 1 November practices have the option to register and participate in the new Bulk Billing Practice Incentive Program (BBPIP). Practices must register for MyMedicare to participate in BBPIP, and there is an exemption for general practices that are not yet registered with MyMedicare.

New information on both of these bulk billing measures is now available on the Department of Health and Aged Care website and MBS Online including frequently asked questions, and details on eligible MBS services. Information about Bulk Billing Incentives can be found on MBS Online.

Better Access Initiative changes (including Mental Health Treatment Plans)

From 1 November 2025, there are also changes to the Better Access to Psychiatrists, Psychologists and General Practitioners Initiative through the Medicare Benefits Schedule (MBS), including:  

  • A Medicare benefit will be payable for MHTP preparation, referrals for treatment services and reviews of a MHTP: 
    • when a patient has seen a GP or Prescribed Medical Practitioner (PMP) at the general practice in which the patient is enrolled in MyMedicare, or 
    • regardless of whether the patient is enrolled in MyMedicare, by the patient’s usual medical practitioner. 
  • These requirements do not affect patients who have been referred via a Psychiatrist Assessment and Management Plan or by a direct referral from an eligible psychiatrist or eligible paediatrician. 
  • GP and PMP MHTP review items (2712, 92114, 92126, 277, 92120, and 92132) and GP and PMP ongoing mental health consultation items (2713, 92115, 92127, 279, 92121 and 92133) will be removed from the MBS.

Key points
  • Removal of the 12 review and mental health consultation items provides GPs and PMPs greater flexibility to use the most appropriate time-tiered professional (general) attendance item, reflecting the time spent with patients. This includes items for longer consultations and, where applicable, the triple bulk billing incentive to review MHTPs and deliver mental health care and support to patients.
  • Any MHTP referral dated prior to 1 November 2025 will remain valid until all treatment services specified in the referral (within the maximum session limit for the course of treatment) have been delivered to the patient.
  • The MyMedicare and usual medical practitioner requirements will also apply to GP/PMP telehealth items for MHTPs, with these services no longer exempt from the established clinical relationship rule. Further information on the GP MBS telehealth (video and phone) established clinical relationship criteria and exemptions will be available from 1 November 2025 in explanatory note AN.1.1 on MBS Online.
  • New Fact Sheets are available on the Department of Health, Disabilities and Ageing website:
  • The Better Access Initiative Frequently Asked Questions has been updated.
  • These changes do not affect focused psychological strategies which can continue to be available to any patient from any eligible GP and eligible PMP who has the appropriate training recognised by the General Practice Mental Health Standards Collaboration.
  • Treatment services referred to under the Better Access Initiative are for patients who require at least a moderate level of mental health support. Information on other free or low-cost Commonwealth funded mental health treatment services can be found at Medicare Mental Health or Country SA PHN for referral options in your region or to learn more about the Stepped Care Model.

New Better Access Mental Health MBS User Guide Now Available

Country SA PHN has released a new resource to support your general practice in implementing the recent changes to the Better Access initiative. Access the Better Access Mental Health MBS User Guide on the Country SA PHN website.

This practical guide helps general practices:

  • Use Better Access Mental Health MBS items and time-tiered general attendance items to deliver planned, comprehensive care
  • Create new Mental Health Treatment Plans (MHTPs)
  • Deliver focused psychological strategies, including family and carer participation services (where GPs and PMPs are recognised by the GPMHSC)
  • Participate in mental health case conferencing

General attendance MBS items can still be used for reviewing MHTPs, making referrals, and providing ongoing support for patients with an assessed mental disorder.

The guide also includes: examples, item links, and MBS Online explanatory notes to help practices apply the Better Access Initiative with confidence.

Workforce Incentive Program (WIP) – Practice Stream

Changes to HPI-I Registration for Allied Health Professionals

Eligible allied health professional bodies can now apply for and manage their members’ Healthcare Provider Identifier–Individual (HPI-I) online through Health Professional Online Services (HPOS).

Initial Assessment Referral (IAR) Training

The IAR Guidance (IAR) and Decision Support Tool (IAR-DST) are designed to establish a national, standardised approach to conducting initial mental health assessments, and support general practitioners and other clinicians to recommend the most appropriate level of care for a person seeking mental health support.

The IAR and the IAR-DST are an Australian Government Department of Health, Disability and Aging initiative bringing together information from various sources, including Australian and international evidence and advice from various leading experts. The IAR-DST is not an assessment tool.

New Neurological Rehabilitation program to commence in Port Lincoln

Primary Care Support Officer Jane Cooper attended an information evening for a new neurological rehabilitation program being delivered in Pt Lincoln by Eyre Sports Physio clinic called the Eyre Sports Physio Neuro Rehabilitation Clinic. 

General Practitioners and other allied health professionals were invited to learn about the services and programs which will now be available, easing the burden of travelling to Adelaide for rehabilitation. 

The clinic will be overseen by two Neurological trained Physiotherapists offering rehabilitation support for stroke, Parkinson's disease, Multiple Sclerosis (MS), spinal cord injury, acquired brain injury and peripheral nerve conditions.

Referrals welcome from GPs, allied health professionals and self-referrals.

The clinic will open in January 2026.

Halo Connect and Best Practice – Action Required Before 31 December 2025

If your practice has not yet provided your Best Practice Site ID to PenCS, please action this as soon as possible to avoid any interruption to data submissions and PIP QI payment eligibility.

Why This Matters

Best Practice now requires all third-party applications (including PenCS products such as CAT, Topbar, Practice Cloud and UCS Modules) to connect via Halo Connect.

Action Required

Follow the steps in the Pre-configuration Steps for BP Halo with PenCS guide to enable Halo Connect and generate your Best Practice Site ID.
