Commissioning is a strategic approach to purchasing that seeks to ensure that services meet the health needs of the population and contribute towards service and system improvement and innovation.
Country SA PHN is utilising commissioning to assist in meeting our objectives of improved efficiency, effectiveness and coordination in primary health care.
A commissioning framework has been developed by the Department of Health and Aged Care so that PHNs can ensure that their commissioning approach is consistent with the approach adopted for the program as a whole. This process includes three key phases which are underpinned by a number of tasks and actions:

We use our commissioning cycle to help us achieve our aims in accountability, due
process, probity and consistency in the use of funding for primary health services.
Our commissioning cycle encompasses the development of our health service
delivery from the health planning stage, through procurement and contracting
activities, to evaluation of programs and services.

Supporting the Primary Care Response to Family, Domestric and Sexual Violence Pilot
Adelaide PHN and Country SA PHN, in partnership, are recruiting up to five primary care practices located in the Whyalla and Port Augusta regions, to participate in a new pilot program.
The aim of this pilot is to equip the primary care workforce with strategies to Recognise, respond to, and Refer patients experiencing Family, Domestic and Sexual Violence (FDSV) and Child Sexual Abuse (CSA).
This pilot program is aimed at general practices and Aboriginal Health Services, using a whole-of-practice approach. This means that all staff members within the practice — including GPs, nurses, as well as administrative and non-clinical staff — will be involved to ensure everyone in the primary care setting is equipped to support patients who have experienced FDSV.

Unsolicited Proposal
Country SA PHN welcomes unsolicited proposals from organisations for activities that will improve the health and wellbeing of country South Australians.
All unsolicited proposals must align with CSAPHN Strategic priorities, the CSAPHN Needs Assessment 2022-2025 and Australian Government key priority areas.
Country SA PHN is supportive of initiatives that address current and emerging issues in an innovative way, are outcomes-focused or address gaps in service delivery.

Application Process
Please submit an unsolicited proposal (using the online form) and it will be held by Country SA PHN and assessed according to funding availability and current priorities of the region. If your funding request is progressed, Country SA PHN will contact you to discuss the proposal and ensure it remains current.
Where successful, it will then progress through to an agreed Contracted Services Schedule with your organisation prior to service delivery commencing.
All contracts are dependent on the continued funding from the Australian Government Department of Health.

The Country SA PHN Comprehensive Needs Assessment report identifies the health and service needs, gaps and opportunities for improved outcomes in our region, through the synthesis of data, stakeholder and community consultations.
